Statement of Accuracy

The Statement of Accuracy (SOA) is a certificate showing the percentage of addresses in your mailing list or database that are valid matches against the New Zealand Post Postal Address File (PAF).

A Statement of Accuracy is valid for 12 months. Your Statement of Accuracy ID Number and % rating must be declared against all Bulk Mail lodgements on your Statement of Posting (i.e. an AR19N or Lodgement Manager Manifest).

A threshold of 85% applies to be eligible for Bulk Mail rates on the total lodgement. If you have a Statement of Accuracy of less than 85%, the difference will be charged at an applicable Letter Domestic Product (LDP) rate. For example, where a Statement of Accuracy of 80% is achieved, 5% will be charged at the LDP rate. How to obtain a Statement of Accuracy

Only software certified by New Zealand Post can produce a valid Statement of Accuracy:

  • A Statement of Accuracy can be obtained from a SendRight™ certified Data Solution Provider.
  • Alternatively your business can purchase the SendRight™ certified software directly or develop software inhouse. Data services providers and in-house software developers can apply to have their software SendRight™ certified.

What addresses can be excluded from your Statement of Accuracy?

The following address types may be excluded optionally from Statement of Accuracy calculations for the period 1 July 2008 through 30 June 2009.

  • Community Mail Box 
  • Poste Restante 
  • Overseas/International 
  • Counter Delivery 
  • Private Bags with no number 
  • Addresses maintained by other postal operators. e.g. DX, Mail Boxes Etc 
  • Un-numbered rural addresses - these are excluded while local authorities complete street numbering programmes in rural areas.
