Changes to our Inbound International rates and services from 1 July 2020

We’re making significant investments into our people, technology, products and services many of which will directly benefit how we enable your business and streamline the way we work together.

Whilst we focus on keeping costs to a minimum and are always looking for innovative ways to provide our service more efficiently, we also have a responsibility to deliver a sustainable mail service for New Zealand and do need to review prices annually. We did not make this decision lightly, given the COVID-19 pandemic and the unprecedented challenges that our business and many others throughout New Zealand are facing.

International Bulk Mail

The following changes to our Bulk Mail products will apply from 1 July 2020:

  • New pricing will be introduced on all International Bulk Mail services;
  • Lodgement volume tiers will no longer apply to International PrintPost. The existing size and weight requirements and the minimum volume of 1000 items remain;
  • A Lodgement Data File (LDF) will be required to accompany all physical International Bulk Mail lodgements via Lodgement Manager. This will now include International Adcard and International PrintPost;
  • The Lodgement Data File (LDF) requirement will support the change to the new Address Accuracy Percentage (AAP) process. Please ensure your mail house/internal lodgement team can meet LDF requirements before 1 July 2020;
  • Statement of Accuracy tiers will be replaced with Address Accuracy Percentage (AAP) pricing from 1 February 2021;
  • Zonal Pricing (see below for additional information about this) will be introduced for International Adcard;
  • A new price will be introduced to all International Bulk Mail rate cards labelled 'IPC' (invalid postcode). Mail items with missing or invalid post codes will be charged this price. These records are currently charged for International VolumePost and International GoFlexible at Zone D prices;
  • Zone D items will be charged at prices applicable to the SOA/AAP level rather than a flat rate across all SOA/AAP tiers.

Envelope Layout Standards

There are important changes to the Bulk Mail Envelope Layout Standards. These include:

  • The Domestic and International Bulk Mail Envelope Standards documents have been combined into a single set of standards. For customers based offshore, the key variant is the requirement to use DirectPost (as opposed to PermitPost) as the Postage Paid Indicator.
  • New option on Standardised Permit for VolumePost
  • Reduction in size of Oversize for PrintPost and GoFlexible to 360mm (current usage exemptions possible upon application)
  • Clarifications on onserts requirements
  • Requirement for coversheet for Print on Plastic in cases of dark background of publication behind address banner
  • Minor clarifications in text

Zonal Pricing

Zonal Pricing was introduced to International VolumePost and International GoFlexible on 1 July 2019. This will also be introduced to International Adcard on 1 July 2020.

Zonal Pricing is a pricing structure that charges different prices for mail deliveries to different areas.

Every New Zealand postcode containing delivery points has been allocated to one of four “Zones”; Zone A, Zone B, Zone C and Zone D. Each of these zones has a different price.

Zonal pricing is being added to SOA4/AAP4 (previously SOA4 – Below 80%). SOA4/AAP4 previously had the same price point across all four zones. From 1 July 2020, SOA4/AAP4 will have a separate price point for each zone. Further, Zone D items will be charged at prices applicable to the SOA/AAP level rather than a flat rate across all SOA/AAP tiers.

In addition to the above Zonal Pricing, we will apply a new pricing tier to any incorrect or missing postcodes. This pricing tier will be called IPC (Invalid PostCode). More information on Zonal Pricing and IPC terms and conditions will be available in the Bulk Mail product specifications.

Electronic lodging changes

Last year, the requirement to submit a Lodgement Data File (LDF) with each International VolumePost and International GoFlexible lodgement via Lodgement Manager was introduced.

From 1 July 2020, the requirement to submit a LDF will apply to all International Bulk Mail services, (i.e. it will be extended to International Adcard and International PrintPost to support changes we’re making to improve address quality). A LDF is currently required for all International VolumePost and International GoFlexible lodgements so this requirement should not be a significant change for most customers.

The Lodgement Data File requires the physical addresses of customers receiving mail within the lodgement. No unique or identifiable customer data is required; there are no privacy concerns for your customers.

The Lodgement Data File can be either a Tab or Comma delimited file (CSV) with up to six columns of address with a postcode field and count. Final file layout examples are available at Zonal Pricing Lodgement Data File Layout Example (PDF - 277KB)

Once the Lodgement Data File has been uploaded into Lodgement Manager, along with normal lodging information (e.g. product and volume), the price will be calculated for the total lodgement.

Statement of Accuracy/Address Accuracy Percentage

SOA will remain as a price differentiator until 1 February 2021, when it will be replaced by the Address Accuracy Percentage (AAP) process.

A new price will be introduced to all International Bulk Mail rate cards labelled 'IPC' (invalid postcode). Mail items with missing or invalid postcodes will be charged this price. These records are currently charged for International VolumePost and International GoFlexible lodgements at Zone D prices.

When the AAP process replaces the SOA process on 1 February 2021, the AAP will be calculated only on records with valid postcodes (records charged the IPC price will be excluded from the assessment).

“AAP” columns will replace the “SOA” in the rate cards from 1 July 2020 but the SOA process will still apply until 31 January 2021. All customers are required to comply with New Zealand Post addressing standards and product specifications.

Billing

Your statements will provide a breakdown of how many pieces of mail are sent to each zone for every lodgement and the associated price. For any billing enquiries, please contact your mail house or NZ Post Business Manager.

PO Boxes

The cost to rent a PO Box will increase by $10 (incl. GST) from 1 July 2020

We offer the following types of mail sorting:

  • A 5 day sort means your mail is sorted and delivered to your PO Box each week day.
  • A 6 day sort includes Saturdays (excluding public holidays).

Both the 5 and 6 day sort are location dependent.

Parcels

Rural Delivery

From 1 July 2020, a Rural Delivery fee will be charged across International CourierPost, International ParcelPost and International ParcelPost Flat services for items delivered to rural addresses.

International ParcelPost

The International ParcelPost service will no longer be available after 30 June 2021. We will work with you over the next 12 months to migrate to our International CourierPost service.  International ParcelPost Flat will continue to be available.

International CourierPost

From 01 July 2020, International CourierPost will be available for all offshore customers sending parcels to New Zealand. International CourierPost allows you to send items to every residential or business street address, PO Box or Private Bag in New Zealand.& All items are tracked on an overnight or economy service [1], with the option to request signature upon receipt of delivery.

International CourierPost also offers you and your customers a wide range of options, including:

  • Parcel Notifications - keep your customers updated with progress on their parcel with notifications by email/SMS
  • Saturday Delivery[2] – give your customers the choice to have their parcel delivered on a Saturday
  • Parcel Collect – your customers can have their parcels delivered to one of over 260 Parcel Collect locations
  • Parcel Leave - your customers can give us permission to leave their parcel somewhere safe at their place to ensure delivery first time
  • Parcel Redirect - your customers can also redirect their parcel to another address within 75km.

Your Business Manager will work with you to discuss the change from International ParcelPost to International CourierPost.

Unmanifested Parcels

From 01 July 2020, items that are received that are not manifested for Customs clearance will be charged an unmanifested fee.
