Changes to our rates and services from 1 July 2019

NZ Post delivers over 400 million mail items a year, but the number of letters sent continues to drop at a significant rate. We’re working hard to keep the cost of posting mail as low as possible, by reducing our network costs and making big changes to how we operate. However, with an annual decline of approximately 60 million mail items through our network, we also need to increase the price of postage.

We are working very hard to ensure that our mail business is fit for the future and to ensure our mail delivery service is not affected.

We want to ensure you have advance notice of changes to our rates and services. These changes will come into effect on 1 July this year.

Sending a letter within New Zealand

The cost of sending a standard letter will change on 1 July 2019.

International Bulk Mail

The following changes to our International Bulk Mail products will take effect on 1 July 2019:

  • Zonal Pricing will be introduced for International VolumePost and International GoFlexible;
  • Lodgement volume tiers will no longer apply to International VolumePost, International GoFlexible and International Clean Mail;
  • Evening and Sample pricing by weight in the International PrintPost rate card will be removed;
  • An Evening Lodgement Fee and Sample Lodgement Fee will be introduced for International PrintPost;
  • International Adcard product specifications will be changed and the minimum lodgement volume reduced from 5,000 to 300;
  • Changes to International Adcard material and layout (refer to the International Bulk Mail Envelope Layout Standards, page 41 below);
  • Physical dimension changes to Bulk Mail product sizing, as follows;
    • International VolumePost – weight and thickness changes,
    • International GoFlexible – dimension changes,
    • International PrintPost – dimension changes,
    • International Adcard – weight and thickness changes,
  • New pricing will be introduced on all Bulk Mail products.

Information on changes to Bulk Mail products will be available in the Postal User Guide from 1 July 2019. In the interim, please refer to the International Bulk Mail product specifications and International Bulk Mail Envelope Layout Standards (International Adcard) below for more information.

There are no changes to Statement of Accuracy tiers.

International Bulk Mail Envelope Layout Standards

There are important changes to the International Bulk Mail Envelope Layout Standards. These include:

  • Changes to International Adcard material and layout (which will now be machine processed, effective 1 July 2019);
  • Clarification on allowable magnet strengths (International GoFlexible only)
  • Dimension changes to all Bulk Mail products.

Zonal Pricing

With effect from 1 July 2019, Zonal Pricing will be introduced to International VolumePost and International GoFlexible.

Zonal Pricing is a pricing structure that charges different prices for mail deliveries to different areas.

Every New Zealand postcode containing delivery points has been allocated to one of four “Zones”; Zone A, Zone B, Zone C and Zone D. Each of these zones has a different price.

These zones will replace the four existing volume tiers for both International VolumePost and International GoFlexible.

Please note we may apply Zone D pricing to any incorrect or missing postcodes. More information on Zonal Pricing terms and conditions will be available for International VolumePost and International GoFlexible on 1 July 2019. In the interim, please refer to the Bulk Mail product specifications.

Electronic lodging changes

To use VolumePost and GoFlexible from 1 July 2019, there are some changes you need to be aware of to the existing lodgement process for VolumePost and GoFlexible. In particular, you will need to provide a Lodgement Data File to accompany each physical VolumePost and GoFlexible lodgement via Lodgement Manager.

The Lodgement Data File requires the physical addresses of customers receiving mail within the lodgement. It’s important to note that if the Lodgement Data File is uploaded correctly, no identifiable customer data will be shared with NZ Post.

The Lodgement Data File can be either a Tab or Comma delimited file (CSV) with up to six columns of address with a postcode field and count. See our example of the required layout, in the Zonal Pricing Lodgement Data File Layout Example (PDF - 277KB).

Once the Lodgement Data File has been uploaded into Lodgement Manager, along with normal lodging information (e.g. product and volume), the price will be calculated for the total lodgement. Please refer to the Lodgement Manager Users Guide (PDF - 839KB) for more information.

Please note that from 1 July 2020, all invalid records at delivery point level will be uprated (NZ Post will provide four-months’ notice if this date is to be brought forward).

Zonal Pricing Postcode List and maps

The Zonal Maps and accompanying postcode list are subject to change, as per the Postal User Guide.

Statement of Accuracy

Your Statement of Accuracy (SOA) will not be impacted by Zonal Pricing. SOA will remain as a price differentiator on the International Bulk Mail Rate Card.

All customers are required to comply with New Zealand Post addressing standards and product specifications.


Your statements will provide a breakdown of how many pieces of mail are sent to each zone for every lodgement and the associated price.

Sending International Parcels into New Zealand

International ParcelPost

From 1 July 2019, there will be some changes to our International inbound products for sending parcels into New Zealand.

The existing ‘International Parcel Post’ service for sending larger items will only be available to existing customers. These services will be phased out over time and replaced by our new International Courier Parcel products.

ParcelPost Flat services remain the same, except there will no longer be an untracked service offered. These services will continue to be available to new and existing customers.

Both ParcelPost and Parcel Post flat services will also be subject to a surcharge for rural deliveries form 1 July 2019.

International Courier Parcel

From 1 July 2019, you will be able to access our International Courier Parcel range to get your international parcels into New Zealand.

International Courier Parcel enables offshore merchants to send items fully tracked into New Zealand on either an overnight or economy service*, with the option to request signature upon receipt of delivery.

This service is offered as either an end to end delivery solution where we oversee the linehaul, clearance and delivery to your customers in NZ so that you can focus on continuing to grow your business, or we can simply carry out the final mile delivery once your parcels have reached New Zealand. Through our delivery routes, store network, collection points, ParcelPod lockers and Box lobbies within our postal and courier networks, NZ Post can help you reach your customers across New Zealand.

The final mile delivery will be charged based on the different sectors within New Zealand to reflect the length of the parcel journey to its end destination – local / local town / one sector / two sector / inter Island. See our guidance on the different sectors within New Zealand.

Keep your customers in the loop - tracking updates are not only available via our website and app, but you can now also keep your customers better informed through our Parcel Notifications with options to send SMS or email updates on the final mile delivery when the parcel is out for delivery, attempted or delivered to prompt customers into taking action in order to receive their parcel.

Give your customers more delivery options - International Courier Parcel has the option for a Saturday** delivery. In addition, sending parcels through our new International Courier Parcel range provides your customers with the opportunity to re-direct, arrange pick up from one of our 300+ Parcel Collect locations nationwide or instruct the driver to leave safe to ensure first time delivery success.

*Overnight and economy delivery timeframes apply once the item has arrived in New Zealand and is cleared through customs.

**Saturday delivery dependent on what day the parcel has been injected into our network. Parcel must be received and cleared through customs by 19:00 Friday to be eligible for Saturday delivery

International Box Lobby and Returns Services

The costs of renting a virtual PO Box and Private Bag will change from 1 July 2019:

  • Virtual PO Box - $152.17
  • Virtual Private Bag - $317.39

We are also making some changes to our international returns services and re-aligning rates.

From 1 July 2019, the cost of processing a return parcel will increase to $0.20 per item.

Pricing for standard returns management services will also be available as an overall item rate – this can be requested through your Account Manager. Separate charges will still apply for additional activities you wish us to carry out, such as stripping and destruction of items.
